The War in Ukraine and the Next NATO Strategic Concept

On April 26, 2022, Simons Center Senior Research Fellow, Maj. Gen. (Ret.) Gordon B. “Skip” Davis Jr., delivered remarks to the American European Community Association regarding the impact of the war on Ukraine on the future of NATO’s strategic concept. Davis, the former Deputy Assistant Secretary-General for Defense Investment, contends that NATO’s “next Strategic Concept should include adjustments in NATO military power to achieve deterrence by denial to have the greatest likelihood of success in changing Russian strategic calculus…” requiring NATO to have the ability to “defend early and successfully.”  These remarks expand on a previous article posted to Center for European Policy Analysis website.
