This report explores the increased cooperation between and development of a counterterrorism policy with Europe, and discusses the “right balance” between bilateral and multilateral approaches. It argues that U.S. should pursue military and intelligence operations on a bilateral basis, and financial and law enforcement cooperation on a multilateral one. In this way, the cooperative arrangement can take advantage of the unique strengths of both sides.
