This case study discusses a particular strategy of combating insurgencies, used in Iraq and Afghanistan, whereby the force conducting COIN operations seeks to win the support of the populace in which the insurgency moves by humanitarian and reconstruction projects, building public works or even financial incentives. Particular attention is given to the example of CERP, or Commander’s Emergency Response Program.
