This thesis seeks to ascertain the level of efficacy of Security Force Assistance (SFA) doctrine in countering extremist organizations in failed and failing states. It describes and analyzes Security Force Assistance doctrine in its current form and examines various case studies of SFA operations. It identifies anomalies within the doctrine and looks for gaps that may have an effect on the effectiveness of future SFA operations.
